how do you create a poll? and where?

if i rember corectly, didnt they remove it due to spamy posts that were like: HOW MUCH DO YOU WISH AE WAS DEAD? PL0X R4YS!
and stuff i cant rember, hasnt it been removed for a long time now? atleast a year or so :\
well you no longer can, only staff can, almost sadly :\ and the wich item or look or players best polls to, right? been awhile XD
