You can not. You either just leave it be and not log in anymore or you can contact a MOD and ask them to Ban the account.

To add,if you want to appeal the ban,you can email the moderator issuing the ban from the email address attached to the forum account.

Please check this list. In case you want to talk about a ban, talk to Lady Tomo. For account delectation, there isn't a moderator as it is not allowed in the forums, as Evo pointed out.
