The current system that MQGD employs was put into place because releases were getting several threads every week (this was when Beleen was still doing release notes, so there were release DNs, the newsletter, and Beleen's thread all for the same thing in MQGD). Instead of having all that information scattered across several threads it was decided that it'd be better if all of it were available in the same place, and it also keeps all the discussion about a particular release in one thread instead of having multiple threads for discussing the same topic.
DN threads are usually created for things that don't already have an official topic open, such as Buggy Mondays. DNs for release info can be found in the release thread if there are any, so you should check the release thread if you're looking for info on new releases.
