Including what Verlyrus said I think one of the main problems with each forum member having their only little bio and or message box is that out of the thousands forum members, moderators would have to check each and every one to make sure that no one slipped in any rule breaking stuff in that space. Swearing, inappropriate images, etc. It would just be a lot more work for all the forum staff that is not entirely needed.
The signature space should be enough. An image and text would seem a little bit over the top.
