if you want to make a new thread go to the page where you want to make it and at the bottom of the page there is a button saying new post

If you can't post a thread, the forum in question either accepts only replies to existing threads, no reply at all or you need to be part of a certain forum group in order to post (example: the Debate Club requires being a member of the Debate Club in order to post on it).

If you look at the bottom of the page, it will show you what you can (and can't) do in the forum you're browsing. I recommend reading the stickies of the forum in question as it may explain further why the board accepts only replies.

The ability to lock threads is only available to the forum staff and assistants. Since you're done with this thread...

You can't. Only the AKs of this forum, the Adventure Guides (Mods), and Admins may lock threads here.
