I want to suggest someone to be promoted from Member to Constructive. (OR WHATEVER IT WAS)

Who do I PM to do that?

Elnaith is the Head Moderator, so you can request people there.
Also any Moderator can be PM'ed. Elnaith is just for supervision
But it's better to PM the Head Moderator.

Actually, Elnaith is the Head Moderator of the ArchKnights. When we ask to PM a Head Moderator, we mean the Head Moderator of the board this person actively posts. For the AQWGD section, Elnaith would be the person, but other boards have their own Head Moderator.
