1)No, however you can have request that your account be banned. This does not, however, free you up for a new account. After all, you are only allowed one.
2)Also a no, but there is no need for a change. As stated when you verify, it is only necessary for the first week or so that your forum account is created. Once you have your account, you can change the characters listed on your profile by clicking the "Profile" window from the inbox or top of the screen.
