Bolded Topic Titles (Full Version)

Hello,
I've seen that some important topics have a darker, and bolded text to it. I see in the titles that this is done by using <b> and </b>. I was just wondering, since I've seen other users try doing it and failing: Is this limited so only staff ranks can do this?

Those are used for denoting threads of importance (e.g. Rules), so therefore it is a Mod/AK privilege.
