okay so what should i do if i want to make the picture of my HS char glowing like this one???

and what do i do in photoshop cs4

That's a flash picture actually, you can't do it with GIMP or PS.

Asking in the creative art Q&A might be a little of a help, try there.
They're alot of neat artists that can give you a big help.

The Glow is done through blending options in the layer

heres a quick show of it : http://i56.tinypic.com/6p1g76.png

right click on the layer then blending options, then tick outer glow, choose your colour, size, spread and your done.

bit like my white glow round my char in my sig

To clarify, this can be done in either Gimp, Photoshop, or flash using different techniques.

I'm going to guess Dage did his in Photoshop, however I don't really know.
