Y cant i post a picture on my account it says that i dont have sufficient permission or i have this feature disabled

You need to upload to image hosting site such as tinypic or imageshack.us then copy the url given and use [IMG] code

on certain parts of the forum you cannot upload pictures by uploading the files
instead you have to upload them to image hosting sites and either have a link to them
or use the image codes

The proper tags for images are [image][/image] for example
[image]http://i232.photobucket.com/albums/ee248/Xplayer1/ClannadSig.jpg[/image]

turns into my signature, shown below, without the link. Images are only allowed on certain forums and there are restrictions to such images. Please read the stickies of each forum for further details. Unless it's explicitly stated that images, such as banners in Artistic Requests, are allowed, they are not.
