I don't think a single thread for all the balance issues would be a good idea.
It's not fair to say that there is only 1 balance problem at a given time. For example before this last release, there was a lengthy post discussing the weaknesses of Blood Shield while another post was aimed at the imbalance of Strength Bounty Hunters (which was a big problem at the time). A sticky will just get messy as it will just encourage people to go off-topic as there is no clear focus in the thread. It's also very hard to get an on-going discussion about multiple issues in a single sticky. An individual thread can narrow the discussion down to a single topic (such as a skill being underpowered, or a build being overpowered, etc). Without this focus, the discussion is just going to become a list of complaints without any useful feedback.
Also balance is ever-changing in ED. As some in-game problems correct themselves and some discussion threads die out, other new issues will be brought up in new threads. A single thread for all balance discussion would make it harder to bring attention to the more pressing balance issues.
