As I go through the gorums (Gorums? I meant forums! D:), I see some titles have <b> </b> tags. What does this do? And could this lead to <i> </i> tags as well?
It bolds the title. Only people with proper credentials can actually make the tags work, as far as I've seen.

I've seen it happen as well, not sure why they do it, as most of the time it never works.
A title automatically bold itself if it has new messages in it. I have never seen an underlined or italicized title before.

<b> </b>, <i> </i>, <br>, and etc. are HTML Codes.
They are bolded to denote threads of importance. (e.g., Rules.) While some may not be bolded, any stickies of a forum are to be taken to have the same importance. However, it is only a Mod/AK privilege.
