There is the AE Plushies Folder in the avatar section.. which contains plushies and chibis. The person you saw may of been a retired AK or Mod, as they still keep their title and avatar privileges when they retire.
When the hardware crashed, the forums were down for a day or two. When they managed to get it back online, the background was white for a few days (as if you were logged out) and most avatars and smilies were lost. Seahawk is still working on getting all the ones back that were lost.
