I had a question regarding the systems in place for watching for multiple accounts. My local library has quite the number of computers for use by the public, but since it uses a single router for all of them, I think they would all have the same outgoing IP address. Would two individuals using the library separately for their forum accounts thus register as multiple accounts of one user and be banned for it?

In the rare case that someone else registers an account on here from the library or uses it to access the forum, your best bet would be to PM your inquiry to a moderator. To the best of my knowledge, every computer has a different MAC (not MAC as in Macintosh) address, which means normal forum systems have a way of knowing which computer is which. Consider your school computer lab, when you look at a bad website, don't they know which computer it was looked at, even though every computer uses the same network? But yes, contacting a mod would be the best idea.

Your school computer analogy would be apt, except that they cna tell that because they are network admins: they can look at all the individual IP's on a network. I was under the impression that every NETWORK had a single OUTGOING Ip, though.

Mmm... It depends. Ask your librarian what kind of network it supports. As long as your not double accounting, I see no problem with your scenario.
