This probably won't work for the same reason why personalized avatars don't work -- the forum server can't take that much capacity at once.
Now, I'm no technology wizard, but avatars are all uploaded to the forum server (I think). The server can only take so much at once, so ~150,000+ different avatars would be a bit too much to handle. I'm taking a guess here, but I believe backgrounds are also uploaded to the server. Backgrounds are (usually) much larger than avatars, so I doubt the server can hold that much either.
