it says that the feature is disabled or you do not have sufficient permission. how do you get permission or unlock the feature?

In certain forums, you have the ability to upload files (in the old Signature/Art Request Forum, for example), but in most, you cannot due to security/virus concerns. You are unable to upload without being a Moderator in said forum.

Indeed some forums find it easier without all the wasted pixels or "Memory" in which the site/or forum is unable too provide. With that said, it is safe too assume that other sites which dis-able that specific feature, rely solely on texture and the transfer of Important information/or communication language.
