My little brother wants to make a forum account on the computer but i already use this IP address. If 2 accounts log into the same Ip isnt that a Ban? for multi logging even though its two diffrent people?

i believe you can contact a forum mod about this so they will be aware of the situation sot that both you and your brother can have an account
