I was recently looking through some fairly old threads when I noticed at the top of one thread was 5 stars in a circle-ish shape. What does that mean?

That's a remnant of the old rating system, which was discontinued years ago. The threads that were rated didn't lose their ratings.

Why was the rating system discontinued?

It was far easier to earn negative ratings by breaking rules than it was to earn positive ratings with constructive points -- too many people had low ratings, very few had high.
