You can make your own AE themed avatars but it's still up to Seahawk wether they are uploaded for public use or not.
Also you can not upload personal avvys without a title such as Friendly or Helpful.

You cannot have a custom avatar unless you have are AK, Custom title, cinstuctive, friendly, helpful, or any other titale other than Debatable and Member (and ofc banned). However, you can send avatars to Seahawk (http://forums2.battleon.com/f/pmsend.asp?toMemId=245).
