They will be introduced early on, while the gate has not been opened and the RL war starts... The half human-hal spiders will be all the other categories (Guards, Nobles, Acolytes, etc.) They will join the Nation AFTER the gate is opened and the Nation is formed...

I'm thinking maybe 7? first, the ambassadors have to be introduced, then the situation with Vaal and the gate...and then the war rages... So between Vaal and the war you will be introduced...So probably around 7 or so...
