The explanation is really as simple as it is an account used to handle in-game reports. It's nothing to worry about, or even pay attention to unless you'd like to report an infraction.

If you have an issue with The Lawman, the best course of action would be to PM Circe, the head administrator. The same if you have suggestions regarding in-game reporting. For any other reason, it's as I said above. It's nothing to worry about.
