Pretty much what the title says is what I'm trying to figure out.

If it doesn't already, you'll need to have your browser display file extensions. Below is how you'd do it if you're using Windows 7 but, if you aren't, you can easily Google up instructions for your own operating system.

Computer -> Organise -> Folder and search options -> View -> Uncheck "Hide extensions for known file types".

Then you should be able to change the image's file extension by locating the file in your hard disk browser and renaming it, altering the ".png" extension to ".gif".

Or just open it in Paint, then select "Save As..." and chose as .gif.

If you just want to change the format of an image saved from the internet (assuming that's what you mean by "cut and paste"):

1. Right click the image you want to save and click "save image as."
2. Set the dropdown box of "Save File Type" as "All Files" and simply type in the name of the file you desire and the appropriate extension (in this case .gif).
3. The image should be downloaded to your hard drive as a .gif
