Its either

-Oz
-Oz's Twin
- A Relative of Oz
- Oz from the past or future

i played a bit with the colors, so you can all see it:

as you can see, there are a lot of diferences:

-Exile leader has beard and mustache
-exile leader's chin is more round
-not sure how to say this, but i'll try:
oz's chin is straight if you go mouth => bottom of head, exile leader's chin has a 'bump' in it
-Oz's nose is arced in, exile leader's nose is arced out
