Hmmm, I don't remember seeing that in the releases, maybe if frost weapons were to gain this effect the staff possibly forgot to mention this update bit, otherwise I believe its a bug. EDIT: Now I believe (hopefully) the effect is the hidden means behind it being a frost weapon.
