I was wondering: does the forum software used here in the forums allow post unlocking (err.. can't find an exact term). I mean, you are unable to make a post on a certain thread unless you reach x number of posts.

No it doesn't. You can post to any forum you want even if you have 0 post. But there are some restrictions to some boards which you have to be a member of that certain board in order to post. Most of these boards are in Gaming Community Category. You'll be able to browse these certain boards but you wont be able to post unless you get accepted. For information on how to get accepted in these view only broads, check their pinned topics like FAQ.

We don't have the system like that.
You don't need to reach x number of posts in order to post on a certain thread.

However, for some forums you must spend some time and have knowledge in order to gain acces to the forum.
Examples:

In order to gain access to the Role Playing forum, you must spend some time in the Rol e Playing Academy first.
Once you've gotten comfortable with using the Role Playing Academy and feel like you're ready to move up
to the main RP forum, post in the RP Forum Application Thread.

That isn't what UltraGuy is asking-- he's wondering whether such a system could be put in place. (I don't have an answer to this beyond what has already been stated-- that this system, whether it could exist or not, is not used and is unlikely to be used because nothing in this forum is based on post count.)
