Quick query.

If I send a PM to someone who has a full inbox, what happens exactly?

Does the message simply not get sent?
Will they receive it as soon as they clear space, or will I need to send it again?

You'll get a message as soon as you try to send it saying the PM can't be delivered to a full inbox. You won't be able to send it at all until the recipient makes some room in their inbox.
