anyways: Jumerna is supposed to be (one of) the biggest city(s of) Delta V

basically, it's Fortune City 2000 :)

besides, why would they make a story about it if they didn't plan on using it?

Maybe it's a secret exile refugee camp, maybe it's a hidden factory, maybe it's a neclear testing facility, ...
