Actually since they are asking about the forums itself, the question is best placed here, especially given which game they are wishing to suggest it for wasn't even mentioned.
As for the question, the easiest description is in a couple of the suggestion forum rules:

Image uploading is required in order for us to see it, so please do not post links to your computer's hard drive such as "C:\Users\Public\Pictures\WeaponIdea." No one but you can see that link. It has to be uploaded.
Depending up on the game you are suggesting it for what suggestions are allowed and how they are to be posted vary (remember to read the rules/Frequently Suggested Ideas threads first to make sure what you're posting is allowed). If your idea is allowed then once you've uploaded it elsewhere, post a description, link, etc. for it in the appropriate place in one of the following boards:
AdventureQuest Suggestions.
AdventureQuest Worlds Suggestions.
EpicDuel Suggestions.
HeroSmash Suggestions.
MechQuest Suggestions.
