Ok, Who would I ask about Retreiving My little Brothers Forums Account? He seems to have lost Both his password and his email. And I was wondering If I could Get them sent to me so I can write them down for him?

You'll need to contact one of the forum moderators (a list can be found here) and ask them to look into the case. Generally, though, account details are not sent out to anyone aside from the account owner, and it may be difficult for someone to demonstrate ownership of an account without access to the associated email address.
