If I post in a Tagged thread (=DF=, =AQW=, etc) that is somewhat old, is that considered Necro Bumping?

Yes. Posting in a dead thread, even if it is tagged, is necrobumping.

To add on Icy's answer it somewhat depends on the thread and how old it is. Necrobumping is somewhat of a gray area and a case where judgement call is needed. I would make sure you are familiar with specific forum policies. Also certain official threads SHOULD be necrobumped instead of recreated. For example the "ULTIMATE xxx" AK threads in AQGD.

Also, bumping is considered as spam, and applying:

I suppose some other rules of thumb would be:

1) Most stickied threads (those pinned to the top of the page) are there to prevent duplicates, and thus are meant to be necro-bumped.
2) Pretty much anything else, even the tagged Design Notes/Newsletter threads, should be left for dead if the last post was more than two weeks ago. Basically, if you have to go combing through the archives to find a particular thread, it's not a good idea to bump it. ;)
