DO you receive any sort of message when the PM that you sent, was never received by the destinatary?

L0re -> RE: ABout PM that never arrive (6/9/2012 20:59:37)

Nope, if someone tries to send you a message when your Inbox is full, it will not be send, but it will still reminds you that your inbox is full.

I meant when you send a PM to a person who's inbox isn't full

L0re -> RE: ABout PM that never arrive (6/9/2012 21:14:40)

Nope, you don't.

They will receive it, but it will only notify you if he reads the message, nothing more.

Corvus Corax -> RE: ABout PM that never arrive (6/9/2012 21:15:03)

You can enable Always request PM read receipt in your profile in the My Preference section. Just be sure to put a checkmark in the box, and click the Apply button at the bottom of the page.

That's what I meant, teh second thing, if there is some sort of message or something telling you that a PM failed to go throught. Thank you for your time Corvus and LOre

L0re -> RE: ABout PM that never arrive (6/9/2012 22:48:51)

Nope, there's nothing like that, however if you want to be sure then double-send your message.

Also, it's L0re :)

Oh sorry L0re and, thank you all for your answers, hope that I didn't bothered you too much

Seahawk -> RE: ABout PM that never arrive (6/9/2012 23:36:48)

The only message you get when a PM fails to send is right after you click send. You should be taken to a screen that (hopefully) has a green checkmark in front of a message that says "PM delivered successfully to <whoever>." If for some reason the PM didn't send (you typed the name wrong, the person has a full PM box, the person has PMs disabled, etc...) there will instead be a red X with the message "Undeliverable PM: <whoever> cannot or chooses not to enable PM."

As for knowing whether or not the person reads it, as has already been mentioned the only thing you can do is check the button for "request read receipt" when you write your PM. Then you'll get a message when they read the PM. If you don't get a message, the assumption is that they never read it. Thee are exceptions though... I, for example, have all my PMs forwarded to me email address. If I read your PM in my email, you won't get a read receipt until I also read it on the forums.
