The main reason for locking servers was DUMMYING and since there is no more dummying , and the was is coming and as always there is a huge pressure when a war starts , all servers should open am i right ?

Lycus -> RE: SERVERS. (6/28/2012 10:31:57)

Locking of servers was not just to stop dummying from challenges, but also from 1v1 and 2v2. When people log in, they usually go straight to Epic or Exile whether the others are locked or unlocked, very few people go onto Doom or Legion, unless the other two are full, or to NPC without much lag. What that meant was people could go onto Legion or Exile with a friend or something organise to 1v1 or 2v2, and battle each other and let one another win (dummying). So dummying is solved for the current servers, yes, but opening the others would reintroduce it.

Not only this, but it also saves bandwidth etc. - Having them locked is not an issue anyway, when the other two servers (Epic and Exile) are near to full, Legion/Doom will unlock appropriately in accordance to demand. Which does the same, opens more space, without risking any misuse of the server.

you know that still happens a lot when epic in the morning has like 800 players , exile has 20 so nothing changed :)

I take it, you're talking about server reset? Your timezone probably is different and it happens a lot when it's server reset. You find more battles in Epic then on exile at reset. It should explain those numbers, But I believe if it reaches 850/900 people in Epic, Exile will unlock.
