I'm not sure what your question is. Are you asking why not allow people to use war bombs in 2v2?
There are a vast amount of reasons, the main one being that whichever team had bombs to use would automatically win. some bombs can do over 100 damage.

He is suggesting that they be allowed in players vs. Mechas, or Player + Mecha vs. Mechas. At least, thats what I THINK he is suggesting. It's kinda hard to tell.
