I think that everytime someone makes a new thread in a board or a sub-board, or he makes a "first post" in a thread, there should be a pop-up right after he hits OK that asks wether the poster has read the specific rules of that board/sub-board or not and a redirection to the R&R Thread for that board.
This should especially be put to use for the RP boards where forumites frequently make stray posts in RP threads causing much inconvenience on part of the GM and the RPers.
Now I don't know if ASP has such a feature or not, but having one such as this will go a long way in containing spam.
