I guess It can be *Cool* If the founder and officer of one faction ( same alligment) Could Invite people from others factions (3max) To theyR Headquarters.

I see downsides and advantages to this... but I can't correctly lay my finger on it, so I am neutral on this idea.

Interesting idea, but there is no real advantage to it. Not supported.

Though it's an interesting idea, Faction HQ's are extremely hard-coded only to allow those from the faction who's HQ it is to be able to join it. To allow others to enter somehow would take a very large amount, for not much of a benefit, and I don't see people putting up with us doing a week working on this, just for people to invite one or two others randomly into their HQ's.

For that reason, I'll have to say that this suggestion, for now, is not going to be happening.
