The Forums actually do have a chatbox facility known as IRC.
If you visit the forum Rules and Resourcrs sub-board, then there is a whole thread dedicated to IRC and how to use it.

EDIT:
I don't see the point of creating a seperate Chatbox for such a huge community. Chatboxes, while good for Generic Discussion lack Specific Facilities, and that is where IRC is much much organised with its numerous categories. I understand that the strange, code-ish language of IRC might come down hard on people, but with a bit of guidance, there will no problem.
