I'm gonna add onto this a little bit because I've made a few gifs
If you're thinking of the ones like this comic you'll want to draw all your images out first, making sure that they line up.
Then after that you'll have to add in animation by pulling out your animation window, then throwing your images down to the animations by selecting the layers you want per part of the animation, then just doing that for all your frames. Then you'll adjust your fps.
After that you'll have to export it as a gif and then upload it to a site like photobucket/tumblr/twitpic/tinypic/etc.
Hope that helps, it's actually not that hard to do but takes a bit of effort to learn it, and I'm still learning it!
