Accounts are in fact very rarely deleted; I remember a few old threads with posts by accounts that read [Deleted] or something along those lines. I think the rationale is that any inactive account may want to someday return to the forums, and deleting their account might upset them (and could be complicated by the rule that duplicate accounts are not allowed). Furthermore, any account that might be deleted for behavioral reasons is effectively deleted by a permanent ban, except that bans preserve the account so forum staff can look at the profile to see why it was banned, reactivate it at some point if there's a compelling reason to do so, look at its IP address to compare to potential duplicates, etc. And since regular members (and AKs) can't search for banned members, deleting wouldn't offer any benefits beyond maybe saving (what I assume is) trivial data space.
