A class is given a buff when the class is UP however CH isn't UP in any shape or form. Also gaining 20 energy for a strike that only deals 3 not matter what the build is vastly OP. If they did what you suggested then str builds would extremely abused this. What would happen if someone was to crit and score 60 damage? OMG then they would get 50+ energy back. CH would be OP once again and then they would get another nerf.
As trans said use static wisely instead of spamming it. use it with malf, rage, or both if you can and use it against weaker defense people and not tanks. Or better yet train your energy so you don't need to overly rely on static.
