how about this for an idea. ( random idea incoming )

when you have a ton of strength,

1. your ability to block is lowered, you have a higher chance of getting blocked
2. your ability to deflect is slightly lowered, you are more likely to be deflected
3. your ability to crit is negated, as your hightened strength makes up for
not being able to crit.

every level ( i.e. 21-26 to 22-27) after 21-26 main weapon attack reduces
a single stat by 1. let me try to illustrate my point...
im not gonna do every stat in a 35, ill just do a small portion of a build.

hp 140
ep 45

str 66+33
dex 62 - 1 <--- this is because you have over 21-26 strength.

22-27+35
22-27+35

just a random idea. ill be thinking about this more.

I would say starting at 19-23, because thats where the str abuse starts

I may not say that is the most optimal starting point, sometimes Fifth Focused with item stats can approach 80 Strength yet not reach it. So really any Fifth Focused player gets all of these advantages: bonus to D/R, no stat regression, AND no penalties.

If they have 19-23 damage with a focus build, it is hardly even a focus build

That is what I am saying, if you set it at 19-23, Focus is not affected at all even though they have basic Strength. Putting so many handicaps (handicaps are a buff not a nerf) onto Focus could mean Focus is underpowered and these band aids are ultimately more destructive rather than just.

Im Not a str abuser with 55 base and then weapon enhancements yet my primary and sidearm is still 24-27 + wep and im bloodmage so i have generally low defences do i deserve to be nerfed because i have found a decent build thats not attainable without varium weapons and enhancements?

If someone has massive str and you have massive defences or even moderate defences you can still win easily as there defences are lower you can do massive damage on them :)
