Hmmm.. I can send PMs just fine, so it doesn't appear to be a forum-wide issue.
Couple questions for you for troubleshooting purposes:
1) What browser are you using? I'm having no issues with Firefox, Chrome, or IE.
2) Are you sending an excessively long PM? I'm not sure what the text limit is on PMs, but I've seen the forums choke on long PMs/posts/admin-ish things if you try to type more then it wants to accept.
Try sending a short PM (like a sentence or two) and see if you still have the issue. Let me know if you're still having problems
