He means for example, a level 35 gives 30,000 to a level 20 or something. (Amount can vary)

Trading or giving currency "in-game" will probably, not be a future release, due to scamming issues. But do remember there is already Gift Certificates from HeroMart if you wish to buy Artix Points for another friend.

If you just mean to just give free money to people then no, it wouldn't make sense, especially with no limits. People would beg each other to give money out. People would make multiple characters and transfer all it's money to one account. Hackers would send all of the hacked account's money to it's own accounts. And several other issues.
