I would say low-mid capture rate, mid encounter rate, at least from my experience.

Yes, the Ice Queen is a Promotional Rare or so it's been said. As it for going rare, Seasonal Rare, Perma Rare, we don't know.

1) Yes, I have experienced this first-hand.
2) It's hard to estimate an encounter rate/possession rate, due to limited data. However, Poison drake is quite rare in terms of encounter, and possibly has a low capture rate too, most people I know used an SG. As for the other seasonals, I would say they're easier than Poison Drake. (Though I don't think poison drake is seasonal)

Where may I find Frost Lion now? I found a place but it has only spawned once.

Frost Lion should be found around the two huge rocks around the winter town, but the spawn rate is ridiculously low, but I also speculate around the winter cave as well, not the glowing one, but the regular cave.

You are supposed to get Founder when you get ANY of the 3 SG's packages...try and refresh + clear cache. If that doesn't work, report it as a bug.

You should still be Founder as I believe Nulgath tweeted that it is bugged right now. Your package is still saved in the database so the staff can pull it up and see that you bought the SGs in the right time to get Founder if you somehow don't get it awarded to you after the bug is fixed.
