I suggest we make atom smasher like mages issimulate where u do wep damage + mp steal

Not supported.

Atom smasher is powered by strength, and if this were to happen Strength merc and Tech merc would have a new skill to use for strength builds.

Plus even thought TM assimalation does damage, the energy steal is 12 at max while atom smasher can do a whole lot more damage. It would overpower the move big time if this was done.

As mother1 stated.
Assimiliation is on max lvl 12 energy.
Atom has almost a minimum of 12. Even then you need very low attack.

I had 15 att and stole 34 energy on lvl 4 atom so.

Not supported, assimilation takes 3 energy at level 1, and atom typically takes 20-25. Plus, atom has a shorter cooldown. Assimilation's only benefits in this case is the energy return and the damage, as well as the 0 energy cost. Overall, though, 3 energy is literally nothing in many situations compared to a good chunk of 22-23 energy.
