Will the SG system be nerfed some time? (Less cost to evolve, more free characters)

Huh?

There is already lots of F2P character. The fairies + beast + starters + Bats are F2P characters, which mostlikely means they will have free Master forms in the future. Also, remember the game is still in Beta, there will be more F2P characters than those we have now + Remember the game must earn money in some way.

Is there any other place to run into Alpha Frostzard. He just doesn't seem to pop up for me at rocky pass.
(Still need to catch others, but Alpha frostzard sounds like it could go rare.)

Alpha Frostzard isn't going rare and I read that he can also be found at the gated mountain in the north

I hered after beta he is going rare and i serched days now and i haven't found Alpha Frostzard yet but i have hered he is in the desert and the gated mountains.

He isn't going rare and the two areas you mentioned are indeed where he can be found

i would get him as fast as possible because he has great attacks and he has 'alpha" in his name so thats cool too also i hope i don't run into Frostzard the normal one it would make me so mad if i ran into frostzard and not Alpha frostzard.

I don't know if it's going to go rare, but I highly doubt it will go rare. They don't seem like characters that would go rare. Axel also said Alpha Frostzard isn't going rare, so I would assume PD and Cosoma won't go rare either.

Apparently, you can find him at two places. The Rocky Pass, or the Gated Mountain to the north.

I don't think Poison Drake can be found on the North Map. Not sure on whether Alpha Frostzard is on the north.

Remember, this is Beta, which is testing phase made to squash bugs before OS goes live. Have patience, the OS staff team is properly working on fixing it.
