I think he means how it stays stiff rather than flow when the character moves.

EDIT: Also if they make founder character cape flow they have to make all the other too. Like young paladin and HH

Yes I was surprised to see that cape tip over as well, normally Nulgath makes capes that flows nicely when moving while The Other One makes capes that merely tips over....
