I wouldn't say every character=every rank of all the trees. If that's the case then we would never be able to get all the characters because things like Skexis, Void Knight and Founder are no longer in-game and most likely will have, if they don't already, more ranks in the tree.

the average drop is about opponents lvl * 7.5, so for lvl 14, it's be 105. Getting Below 100 isn't really that odd
