First of all: our stat progressions use the decaying principle. As you add more stat points to a stat, it becomes more costly to obtain the benefits from such stat. The problem with decaying, is of course, a slow rate of change (but also because it promotes Focus). It does not matter much that after 30 points a stat becomes slightly more difficult to milk, we barely put over 100 into a stat anyhow. If you increase the rate of decay though, you promote more Focus. So how do you repair this balance problem with people exploiting a stat? Simple, remove decay, and make the cost for a stat bonus appropriate. For example, 6 points of Strength to increase the base damage range by 1 and never have that rate change. Also applies to Dexterity, Technology, and Focus.

Without decay, damage improves at the same rate over all levels. And we must remember how much weapon damage is even at level 1.

You forgetting we only get 4 stat points a level?

Oh no, and this applies to defence stats too.
