When you have used the Active core the sidearm goes into cooldown for 1 or 2 turns and vice versa if you use the sidearm first.

It already does this.. If you use the energy drain skill core, or azreal's will, the normal attack goes into cool down for the same length as the cool down of the weapon, and vice versa.
