Ranloth -> RE: smokescreen for tactical mercs. (2/23/2013 16:05:23) No it can't. When it was removed, it was either Smoke or Reroute. Devs went ahead with Smoke. They won't get it because classes cannot have passive EP/HP regen, debuff and passive Armor together.
